As governor of the National Bank of Ukraine, he worked with Western pa rtners to keep the financial system functioning under extraordinary pressure.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">By autumn, he was gone. Conditions there \u2014 overcrowding, poor sanitation,&nbsp; inadequate healthcare \u2014 were described as inhuman and degrading.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The opinion also cited possible violations of the <strong>European Convention on Human Ri ghts<\/strong>, the <strong>International Covenant on Civil and Political Rights<\/strong>, and the <strong>EU Charter of&nbsp; Fundamental Rights<\/strong>.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Manfred Nowak<\/strong>, an Austrian human rights lawyer and former United Nations rapport eur on torture, emphasized the broader stakes:&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe see a systematic misuse of criminal law to silence dissent.
